What are the Good Tools to develop an Antivirus Tool

I am a actually still doing a lot of study about what language and tools I can use to develop an Antivirus software. I heard that VC++ is an appropriate tool that also has an SDK that supports the development of antivirus software tool. Please feel free to post your thoughts on the same.
